ENRRA Board Structure
Nuclear & Radiological Emergencies Central Chamber
The Central Chamber is the central point for receiving notifications in case of nuclear or radiological emergencies and collecting as much additional information as possible in case of emergency.
Legal Affairs Department
The department is primarily responsible for providing legal advice to ENRRA and supporting the legal aspects of all ENRRA’s responsibilities and activities pursuant to the Law (as amended). it’s Executive Regulations and all other rules and decrees.
Security Department
This department works under the direct supervision of the chairman of board, its main task is to ensure the security of ENRRA’s personnel, contractors and visitors. This department coordinates with the competent authorities of the state in all matters related to security, and ensures the development and implementation of plans to address any security issue that may arise.
Quality and Audit Department
The Department is generally responsible for ensuring that all parties participating in designing, manufacturing construction, commissioning and operation at nuclear and radiation facilities are committed to rules and regulations.
Information Technology Department
The department is generally responsible for all information technology systems and processes of ENRRA, including establishment and maintenance of databases and networks, programming and information security. It will provide an integrated system of information through storing, processing, and restoring information. It will update and improve the efficiency of the information technology infrastructure used by and to support the activities of ENRRA.
Administration Affairs & Human Resources Department
The department is responsible for implementing all aspects of the authority’s administrative and human resources affairs and participates in developing the authority’s human resources objectives, reviews, audit procedures, forms, and quality system records in administrative affairs and human resources prior to their approval.
Financial Affairs Department
This department responsible for handling all financial aspects in ENRRA through prepares the general budget in light of the expected revenues and expenses of ENRRA and submit it to the Board of Directors for approval. Monitors expenditures and total costs under the general budget and optimizes the use of financial resources.
Safety of Radiation Facilities and Sources Sector
The primary functions of this Sector are; implementation of ENRRA’s regulatory activities related to the safety of radiation facilities and sources, Radiation protection requirements, Licensing of radiation facilities and sources, Licensing of personnel dealing with ionizing radiation, the transit, handling, storage, use and disposal of radioactive sources, on the territory of the Arab Republic of Egypt, in addition to inspection and enforcement actions.
Radiation Assessment and Licensing Department
This Department is generally responsible for exercising regulatory control through assessment and licensing in areas related to radiation protection in accordance with the Law (as amended), its Executive Regulations, regulations and all other rules and decrees to ensure the safety and protection of humans, property and the environment from the harmful effects of ionizing radiation.
Assesses and prepares for the issuance of licenses and permits, as well as reasons for refusal, amendment, supplement, renewal, termination and revocation of licenses and permits for All kinds of radiation facilities and radioactive sources licenses, Personnel licenses in the field of ionizing radiation, Activities with nuclear power plants, research reactors and spent fuel management facilities, Specialized training licenses for activities in nuclear facilities and with sources of ionizing radiation. Reviews and evaluates safety analysis reports for radiation facilities. Issues guidelines and imposes conditions on licenses and permits. Performs analysis and assessments of the radiation protection in nuclear facilities and in activities with sources of ionizing radiation. Implements regulatory control of radioactive releases at nuclear facility sites and annually submits the information on radioactive releases from these facilities to the concerned authorities. Proposes assignment of surveys, analyses and studies related to the assessment of radiation protection in nuclear facilities and objects with sources of ionizing radiation.
Radiation Inspection and Enforcement Department
This Department is generally responsible for exercising regulatory control in radiation inspection and enforcement areas related to radiation protection in accordance with the Law (as amended), its Executive Regulations and all other requirements, rules and decrees to ensure the safety and protection of humans, property and the environment from the harmful effects of ionizing radiation. Plans and conducts inspections, assesses licensing requirements and requires measures to optimize radiation protection and radiation safety in nuclear and radiation facilities, locations with increased content of natural radionuclides and in the management of radioactive waste and decommissioning of nuclear facilities and sites with radioactive substances. Implements regulatory control of radioactive releases from nuclear and radiation facilities. Participates, as necessary, in the analysis and assessment of the radiation situation in the:
- Controlled area of nuclear facilities and sites with sources of ionizing radiation.
- Supervised area of nuclear facilities and sites with sources of ionizing radiation.
- Area of preventative protective measures around nuclear facilities
- Monitored area around nuclear facilities.
Office of Chairman’s Affairs
This department manages all matters related to the chairman of ENRRA to ensure proper and efficient work flow among different sectors and departments of ENRRA. It distributes and organizes work to ensure its prompt achievement, reviews and keeps records of all internal and external correspondences to / from the chairman.
Office of Vice Chairman Affairs
This department manages all matters related to the vice chairman of ENRRA to ensure proper and efficient work flow among different departments of ENRRA. It distributes and organizes work to ensure its prompt achievement, reviews and keeps records of all internal and external correspondences to / from the vice chairman.
Center of Excellence
The Center of Excellence is generally responsible for the training, development and qualification of the all the human resources of ENRRA and Manages the competence analysis process by identifying the main competencies (knowledge, skills and attitudes) required to perform the tasks related to ENRRA’s functions using a reliable methodology.
International Cooperation Department
The Department is responsible for planning, coordination, and implementation of all aspects of ENRRA’s international cooperation activities, Organizers and coordinates cooperation of ENRRA with international, multinational regional organizations and organizations of other countries, including with respect to technical cooperation.
Public Relation Department
The Department is responsible for planning, coordination implementation and review of all public relations activity of ENRRA both for external and internal target audiences, such activity will include planning, preparation, and delivery of information materials and events for different ENRRA target audiences
Technical Support and Laboratories Department
The Department is generally responsible for providing technical support to Sectors and Departments of ENRRA and relevant bodies of the IAEA in terms of regularity activities
Safety of Nuclear Installations Sector
This Department is generally responsible for exercising regulatory control through assessment and licensing in areas related to nuclear safety in accordance with the Law (as amended), its Executive Regulations, regulations and all other rules and decrees to ensure the safety and protection of humans, property and the environment from the harmful effects of ionizing radiation.
Nuclear Assessment and Licensing Department
The functions of this Department include implementation of ENRRA’s regulatory activities related to the licensing of nuclear materials, nuclear installations and personnel. Assesses and prepares for the issuance of licenses and permits, as well as reasons for refusal, amendment, supplement, renewal, termination and revocation of licenses and permits for:
- Nuclear power plants,
- Research reactors,
- Spent fuel management installations,
- Specialized training licenses for activities in nuclear installations and with sources of ionizing radiation.
It reviews and evaluates safety analysis reports for nuclear installations. Issues guidelines and imposes conditions on licenses and permits. Assess the design basis and the operation of structures, systems, and equipment, including high-risk installations related to nuclear safety and their compliance with established requirements and proposes and supervises the execution of additional studies, including through independent expertise, of nuclear safety-related structures, systems and equipment, including of high-risk installations, analysis and assessments of transient and emergency modes of nuclear power plants, reliability, thermal-hydraulic and probabilistic safety analyses, strength calculations of pipes and equipment (including of high-risk installations), projects for the construction of nuclear installations and their decommissioning, computer programs and models related to nuclear safety. Participates in the development of regulations to implement the Law (as amended) and proposes amendments, if necessary.
Nuclear Inspection and Enforcement Department
Plans and conducts inspections, assesses licensing requirements and required measures to optimize safety in nuclear installations, in the management of spent fuel and radioactive waste and decommissioning of nuclear installations. Participates, as necessary, in the analysis and assessment of the radiation situation in the controlled area and in the supervised area of nuclear installations as well as in the area of preventive protective measures and in the monitored area around nuclear installations. Verifies the technical status and implementation of the periodic testing and maintenance schedules of nuclear safety and radiation protection structures, systems and components. Controls the conduct of non-destructive testing of equipment associated with nuclear safety and radiation protection. Participates in the evaluation processes of documents submitted by the applicant, proposes requiring additional information for compliance with the requirements on nuclear safety. Participates in the emergency team of ENRRA for action in case of accidents and transboundary transfer of radioactive substances. Controls the compliance with the conditions of the issued licenses and permits for activities with nuclear power plants, research reactors and spent nuclear fuel management installations. Verifies the technical status and implementation of the periodic testing and maintenance schedules of nuclear safety and radiation protection structures, systems and components.
Nuclear Safeguards and Nuclear Security Sector
The primary functions of this Sector are the implementation of ENRRA’s regulatory activities related to:
- Compliance by the Arab Republic of Egypt with commitments under relevant international instruments.
- Implementing national laws, regulations, and systems relating to safeguards and nuclear security.
- Maintaining the Arab Republic of Egypt’s system of accounting for and control of nuclear material.
- Consulting with foreign authorities regarding illegal trafficking of nuclear material and radiation sources.
- Assessing the nuclear security management systems for nuclear and radiation facilities and nuclear material and other radioactive materials.
Nuclear Safeguards Department
ENRRA is dedicated to preventing the proliferation of non-peaceful applications through an enhanced, comprehensive and transparent safeguards system, effective controls on the import and export of nuclear material and nuclear-related items. The safeguards department implement this goal through, Assessment and Licensing, Inspection and Enforcement. ENRRA implements and ensures Egypt’s fulfillment of its international obligations with respect to nuclear safeguards. This may include preparing related state reports, in addition to monitoring and analyzing documents of the IAEA and other international organizations on matters within the competence of this Sector. It also drafts appropriate proposals for amendments to national and inter-institutional documents, rules, and practices.
Nuclear Security Department
This department works to protect the use, storage and transport of nuclear and radioactive materials and facilities via ensuring that security systems and measures are in place.
It ensures the existence of adequate nuclear security measures for nuclear material and nuclear facilities, and the existence of adequate nuclear security systems for radiation facilities and sources. It also reviews and evaluates the technical documentation submitted by applicants and licensees related to nuclear security.
